Process:
*Clipped the image to the mask, then softened edges with soft eraser, and place it on the background paper
*Added glows behind and on top of image and added empty frame between two glow layers
*Added WordArt text behind glow and Sprinklez on top of all layers.
* Placed ballerina brush behind glows and on bg paper; then clipped a glow to the brush.
* Added text on bg paper.
