Process

I started with the image of 3 outline balloons from APP Birthday (brush 8), then used the balloon shape (brush 7) to fill them in, rotating, resizing and offsetting. Next I clipped some artsy Anna patterns in each balloon to jazz them up. Specifically:

Green balloon:
ArtsyKardsSavor_1 (Color Burn) over
4x6ArtsyKardzSavor_1 (Normal)

Red balloon:
ArtPlayPaletteTruth_Transfer2 (Divide) over
ArtPlayPaletteChatter_Transfer5 (Linear Burn) over
ArtPlayPaletteTruth_Transfer3 (Color Burn)

Turquoise balloon (fill shape colored turquoise)
ArtPlayPaletteBirthday_Transfer6 (Luminosity)

I then placed ArtPlayAutumnCrisp_AppleTransfer2 underneath all the balloon images and set it's blending mode to Hard Light. Beneath that I placed CoolGlows1_1 (Normal, Opacity 90%) and CoolGlows1_3 (Linear Light). Lastly, I added text & loopdaloop as the ballon string as the finishing touches.
