fyi-in response to Chris question.
I applied the artistic filter 'smudge stick' to the photo and then duplicated that photo layer and then applied the blending mode 'color dodge' and decreased the opacity to 30% of this second photo layer and then added a few fotoglows for more color..............all just playing around!
