It's difficult to explain the process here, it's a matter of placing the photos on the page and deciding what to do with them.
Photo on left is blended with a Meraki FotoBlendz, then I added another photo clipped to the Leather Frame from APP Able. On the right I used a Corner Slit Frame, a free form blend, and the frames from the Able Artsy Layered Template. Most photos have a second copy in Overlay mode to brighten them.
The background is Color adjusted with an Adjustment Layer so I could add some blue without changing the other colors.
I used 3 sets of the MultiMedia Flowers 8, adjusting colors and filling in the gray heart with a brush.
I added a Satin Style, Bevel and Drop Shadow to splatters to make them more sparkly.
Palm trees added to the background.
