free are Gimp (similar in structure to PS and regular update) and Inkscape. vector program, the other day I learned about Photopea, an free online graphics program. I hope you find the right one.
I recommend the level right above where you're completely comfortable. So if you'd find Elements easy, go with Photoshop CC. Plan to stretch or you'll soon run out of gas anyway. I totally think you get what you pay for, and I go top of the line with Photoshop & Adobe Premiere, but I've been in the industry forever.
I like the use of bright colors of red and green with a photo that does not contain those colors. The use of enlarged elements make this page fun - nicely done.
