Process: Used a Watercolor technique on photo; then placed it on Epoch Artsy Paper 1 and merged layers; clipped composite to mask and stain layers of Prismatic FotoBlendz 1_2 (psd file) and repositioned glows to accentuate underside details of the carousel. Positioned above layers on Epoch Solid Paper 1. Added Epoch Art Stroke 1, Splatter 1, and Edge Overlay 1 (hue adjusted). Finished with Cloud brush (recolored), Taped Texture, and WordART.

Note: As I was painting the masked color layer of the photo back in, I experimented with the Pen Pressure Confetti brush tool (Photoshop Elements) and achieved the scattered confetti effect.
