I looked at the bright colors of this palette and wondered what pictures I would have to work with these. But I was working on a photo for my 365 Project of a yellow house with the flag flying and I thought I could make it work.

Process
I decided I wanted a solid paper for the background, so I added Solid paper 3 to the page. This gave me a nice neutral background to work with. I moved Transfer 3 onto the page and on a separate layer I used black to create mask over the white area of the transfer. I used Layer>Create Clipping Mask to attach the photo to the mask. Then I added Transfer 2 and 6 and Overlay 3. I also placed Art Stroke 1 and Hipster Plume 1 to the page. I added WordArtMix1 to the background.

Then I placed MultiMedia Balloon 4 to the page. I erased part of one of the strings on the balloons so that it looked like the balloons where caught onto the flag pole. I used Brush30 and rotated it so it sort of looked like an escaping balloon. I used the word art "Uplift and Inspire" for the title. Then I UrbanThreadz1_10. Again I erased part of the threads so that it would appear caught on the string of one of the balloons and so the ends fly out over the title.

I have lots of colors on the page but hopefully the picture of the waving flag stands out.
