I went looking at all the different Artsy Layered Templates I have in my stash for the frames I wanted. And in my photo stash for some seashell shots.

Process.
Add the photos to the masks of the frames. For the darker photos duplicate a couple of times and play with the blend modes for lighter looking photos. Moved the jpg version of the 3X4 ArtsyKardz 2 into the 4th frame.

Added Artsy Paper 3 and Solid Paper 2. Used the Overlay Blend mode on the solid paper and reduced the opacity to about 80. Used Artsy Transfer 2 but turned off many of the layers keeping the blue sky.
Next I attded Artsy Transfer 1 but turned off the green layers. Pained three of the shells above the transfers but below the pictures. Made duplicates of all and used blend mode Linear Burn on two and Darker blend mode on the other.

Then I added the three starfish two above the photos and one under. I added MultiMedia Sun4.5 but changed the color on the glow layer.

The title was added and a bit of splatter to extend the line from the shells through the title to the edge. And I added the sell element but made it very small.
