Notes: Starting with artsy paper two and the photo, which I recolored in keeping with the colors on the paper, and using a reverse layer mask, I brought the photo back out with various artsy paint brushes. Then knocked out bits at the left side of the photo with Biblio brushes. I duplicated the photo, clipped it to the first photo and blended to Linear Dodge. I added the ruled lines and brought in the glow and blended to Overlay.

Brought in a transfer at the left and blended. A couple of paper textures were added along with the taped texture. The postage stamps were added and a Biblio brush over them.

Bringing in the number element, string and ornate cut, I added the title and used the Blend Ifs. The Ornate Cuts reminded me of a mail slot. Finally I added the splatters running down to the postage stamps.
