Process notes: Using PSE2019
Photo: Used a large soft eraser (100%) to soften the edges of the photo - then changed opacity of eraser (45%) and soften the edges more. Changed the dark blue color in photo to a medium turquoise.

Added shadow to ribbon. Placed the ribbon, large leaves and flowers on blank page; then placed/moved it to the page and lowered the opacity of it to 40%. This kept the elements from showing through each other as the opacity was lowered.

Added shadow to frame then lowered opacity to 35%.

Wordart: Duplicated wordart; upper Wordart layer was simplified then clicked lock transparent pixel. Picked up color with eyedrop tool from photo; used color bucket to add color to each letter of words. Nudged upper wordart slightly to give a shadow to the wordart.
