I spent extended days in Manhattan recently, and this layout was inspired by people-watching through the window of my favorite ptisserie, using the Classic Release "Chatter," which goes on sale February 21. (Both photos by my daughter's partner.)

I love the shapes and lines in the Paperie of this Artplay Palette, and the interesting effects that can be achieved by combining various papers on different blending modes. That's what I played around with here and this design became an exercise in colors and shapes as much as anything else. I used a lot of the papers, blending together Artsy Papers #3, #2, #1, #5, and #4 over and above my photos. (The top photo is actually a painting on a floor of an industrial building in the cityto make it less industrial and more of a portrait, I duplicated my composition and set the photo on a lightening blending mode so the contours of the face were more prominent. I then flattened that and dragged it into the original composition, dropping it in the layer stack right above the original photo. This is sort of a backwards way to do a composite, which is not available in Photoshop Elements. I then used a brush from the brush set as a clipping mask and clipped a duplicate of the photo to that.)
There are a few gradient papers in this Paperie that are fabulous for grungingI stuck them in at various points in the layer stack on multiply mode on reduced opacities to give the composition a scuffed look.
I used only a few layers of the templatespecifically the frame (which I buried on the bottom so it is barely visible), a texture layer, and the warm glow. The tape measure, brad, and some brushwork finished up this designI rusted the tape measure by clipping a rusty metal image from the internet to the element on multiply mode.
