after editing the original photo, i added two different light leaks (both are clipped to the photo). one is set to color burn, the other to overlay with the opacity modified. the taped textures are over the architecture and the boat in the foreground.
to finish, i duplicated the solid background layer and moved it to the top of the layer stack. i added a layer mask then CTRL + clicked on the image layer (there should now be marching ants around the image layer). with the mask layer selected i went to Select/Modify/Enlarge and chose 15 px, then pressed delete. this gave me the box around and a little bit larger than the image. next, i added a drop shadow to this layer. my settings are Distance 61, Size 163, with Opacity 60, and the blend mode set to Multiply. you can play with the size and position of the shadow. you could also have a different color primary background layer. this would give you a nice double mat effect.
