I created a background from Art Play Palette and stretched it to fit the piece I wanted.

I then added one of the stamps from Coastal 2 and duplicated it.

Once I had the layers where I wanted them, I then added the wording from Beach WordArt Mix 3 and gave each a drop shadow to help them stand out against the background.
