Process
This was an exercise in using the blending modes. I just kept experimenting until something worked. Hopefully I can convey the process used, but I even got a little confused as to what I did! LOL

Artsy paper 4 from APP Prismatic was used as the foundation of the page. All the layers of Artsy Transfers Prismatic_5 were dragged onto the paper and placed in a group folder. The extracted photo of the balloon was clipped to the first colored transfer. The balloon was duplicated two more times with the blending modes changed to vivid and soft light. The extracted balloon was duplicated again and clipped to the second colored transfer. The blending mode of the transfer was changed to color burn. The colored transfer was duplicated and the blending mode was changed to hard light. Some of the other layers were turned off or move around to better fit the page. The group folder was closed and the blending mode was changed to hard light. Artsy Transfer Prismatic_4 was added to expand the sky area. The smaller balloon was extracted and the blending mode was changed to hard light. A third photo was clipped to a fotoblendz mask. The blending mode of the mask was changed to darken. Several color glows (various blending modes) from Prismatic Fotoblendz 1 were added to enhance the colors on the page. A transfer (the tree like image) from ALT 301 was added to the page, duplicated and moved to the opposite side of the page. The page was completed by adding word art, buttons and stitching.
